The design for this document positions Melbourne as a visionary capital city, internationally recognised as one of the world's most liveable cities. The design uses aerial photographs of Melbourne's waterways featuring the changing face of the Docklands and Melbourne as a waterfront city and clearly outlines the Council's Vision and Strategic Objectives for a four-year period.
